Cubans allowed to buy and sell housing
The Cuban government allowed private individuals to buy and sell housing, a ban on such transactions operated in the country for several decades.
Norms that make the buying and selling real estate, gift, exchange and transfer to a relative, shall enter into force on 10 November. But they only relate to Cuban nationals and foreigners residing permanently in the country.
In accordance with new laws, it will be possible to own only one house as a residence and another in recreation areas. Registration of transactions relating to the transfer of ownership of the property will be conducted by a notary. This will be charged fees, the amount of which is still unknown.
Housing problem for decades has been one of the most acute problems of Cuban society. In the absence of the real estate market people can improve the living conditions only through complex multi-stage exchange or with a "black brokers" that has always been expensive and is questionable in terms of legality of these operations.
The new law seeks to make a difference. In Cuba, has approximately 11.2 million people. In 2010, the official housing shortage in the country amounted to 600 000 homes. With over 50% of the existing housing stock is in poor condition and in need of serious repair.
Resolution deals with housing is part of a larger package of social and economic reforms carried out by the government of Raul Castro to "update" the Cuban socialist model. Thus, at the end of September this year, the government legalized the sale of cars.
The New Deal in April this year, was approved by the delegates of the 6th Congress of the Communist Party, and in August voted for him in the Cuban parliament. The main measures for the development of the economy include staff reductions of the public sector, non-excessive government subsidies and the gradual shift from a rationing system of distribution of essential commodities.
